I'm more concerned over the privacy aspects. These things aren't really big enough to pose a huge threat as far as terrorism is concerned. I'd be more concerned about terrorists using them for reconnaissance than other nefarious means. Sure, they could sprinkle a little bit of this and that, but if I were looking at something that would make an impact, I can think of easier (and bigger) ways of getting my point across.

I'm not worried about yellow cake more than I am about 1/2 pound of explosive surrounded by ball bearings and detonating it over a crowd. Would be a fearsome weapon and if the drone is GPS enabled, you wouldn't even have to pilot it, just let it go and fly it pre programmed course.
