Just because I have CDO and a 6-decimal-point personal standard, I looked at all of those letters and the districts they were composed of.
30 districts from 16 states. NY-8 was used twice (M and W). 18 were Republican, 12 Democrat. Total districts among those states, 271, 152 Democrat, 118, Independent 1 (to try and ascertain the total political leaning of the states. Each party had a majority of seats in 8 states.
My assessment, the creator(s) of the font cared about geography, not political meanings.
