Correct (http://www.latimes.com/news/nationworld/nation/la-na-gop29apr29,0,5351386,full.story?coll=la-home-nation). LAT's observation is that the party has lost its edge in fund-raising. Democrats have more money in the bank than Republicans, which would mean a huge reversal from last year.
LAT blames Bush administration for both problems, and Republican officials hope that the party's presidential candidate overshadows him in the minds of voters next year.

The LAT would. From what I've read, the money's still there but it's early and it own't be given to anyone but a serious frontrunner. We still don't have one showing at this point.
