Venezuela's Chavez has provided some goodies for the poor, but not enough.

I'll be fair and concede he's done something, (http://www.theglobeandmail.com/servlet/story/RTGAM.20061125.wxvenezuela25/BNStory/International/home) but an oil state should have been able to do much more, and it is a disgrace that Venezuela grew more slowly the Brazil.
