Iran Building Nuclear Sites?

I have some trouble with this, because it does go against Iran shaking off the "axis of evil" moniker. Also, since the Iranians have been groping their way back to some degree of normalcy, it also sets them back quite a bit.

But...in reality...they are Shia surrounded by Sunni enemies. So MAYBE there's a reason...
