I can see that Dell needs bilingual tech support, since Canada is a French and English speaking country; but why would it have a call center in Calgary and Ottawa, instead of Bangalore, India?
It can have centers in India to handle the English callers, and other centers in the former French colonies in Africa to handle to French callers - many immigrants to Quebec are from Haiti and Africa, after all.
