Interesting. I just saw on the newsfeed that many Africans only made $1 a day, and I was pretty sure that was less than the Chinese. I then got curious as to why the other Third World countries were so afraid of textiles from China, with the dropping of the tariffs, so I did a search, and I got this article from Fortune magazine, which says that Bangladesh wages are even lower than China's, but it is losing market share. The reason, apparently, is due to low infrastructure and corruption. So the race will not be to the bottom after all - there are other factors.

To my mind 2 factors make a sale, price and quality.

Reliable delivery is third I guess.
