If you can't go for the KO, try the rope-a-dope strategy (http://www.washingtonpost.com/wp-dyn/articles/A11279-2004Jan12.html), instead. Frankly, I'm dismayed at this approach. It's nothing more than an under-handed and sneaky approach.
I understand that the Act has caused problems for landowners, but the solution should focus on either compensation or quid pro quo deals that preserve the integrity of the Act and ensure habitat preservation.
