What has been hoped for may finally be happening in Iraq's second largest city, the decay from within. Regardless, the city is low on water, and the people are fed up - probably with the whole mess, instead of just with the Baath Party. The cable news stations were reporting roving gangs of irregular (death squads) were shelling those rebelling. The Brits have been hesitant to go in, because of the anticipated civilian deaths that may occur. But if they don't, the Iraqi military may do it anyway (as they did in 1991).
